Login to your Blogger account and go to Template
Backup your template first if necessary
Then click Edit HTML
Search meta description located at the top of your HTML editor, it looks like this:

Now put in the meta description code.

Save your template and you're done!

You can also switch the meta description via the Settings tab in your Blogger Dashboard. The trick is to click the Settings tab and then select the Search menu preferences. In the Meta tags, click on the Edit option Description. Fill in your meta tags in accordance with the discussion of your blog and then click Save changes.
